About Sri Jayawardenepura Kotte

Sri Jayawardenepura Kotte serves as the legislative capital of Sri Lanka, home to the Parliament of Sri Lanka since 1982. President J.R. Jayewardene orchestrated the relocation of parliament from Colombo to this satellite city as part of a broader effort to create a purpose-built administrative centre. Located approximately 10 kilometres east of Colombo, Kotte was chosen partly for its historical resonance, it was the seat of a Sinhalese kingdom in the 15th and 16th centuries before Portuguese colonisation disrupted the region's political order. Sri Lanka's governmental functions are split in practice. Colombo retains the Supreme Court, the Presidential Secretariat, and the majority of government ministries, making it the functional centre of executive power. Kotte houses parliament but little else of governmental weight. This arrangement reflects pragmatic inertia more than constitutional design, the shift was politically motivated but never completed. Sri Lanka is one of the few countries with a formally designated legislative capital that is neither the largest city nor the seat of executive authority. The Parliament building itself, designed by Geoffrey Bawa, is considered a landmark of Sri Lankan modernist architecture.
