About Basseterre

Basseterre has served as the main administrative center of Saint Kitts since the early colonial period, formally established by the French in 1627 before the island passed to British control. When Saint Kitts and Nevis became an independent federation on 19 September 1983, Basseterre became the capital of the smallest sovereign state in the Western Hemisphere by both area and population. The city houses the National Assembly, the office of the Prime Minister, and the office of the Governor-General, who represents the British monarch as head of state, Saint Kitts and Nevis remains a Commonwealth realm. The federation's political structure is notable for the constitutional right of Nevis to secede: a 1998 referendum on Nevisian independence saw 61.8% vote in favor of secession, but the two-thirds supermajority required was not reached. Basseterre's political significance is disproportionate to its size; it administers one of the world's smallest functioning bicameral legislatures. The country's Citizenship by Investment Program, launched in 1984, was the first of its kind in the world.

Frequently Asked Questions

  • Why is Basseterre the capital of Saint Kitts and Nevis?

Basseterre became the capital because it was the primary colonial administrative center on Saint Kitts, the larger and more populous of the two islands. When the federation gained independence from Britain in 1983, Basseterre, already home to the main port and government infrastructure, became the national capital.

  • Is Saint Kitts and Nevis the smallest country in the Americas?

Yes. Saint Kitts and Nevis covers approximately 261 square kilometers and has a population of around 47,000, making it the smallest sovereign state in the Western Hemisphere by both land area and population.

  • Can Nevis separate from Saint Kitts?

Yes. The constitution of Saint Kitts and Nevis gives the island of Nevis the right to hold a referendum on secession. In 1998, a referendum was held in which 61.8% of Nevisians voted for independence, but the required two-thirds majority was not achieved, so the federation remained intact.

  • When did Saint Kitts and Nevis gain independence?

Saint Kitts and Nevis gained full independence from Britain on 19 September 1983, becoming the last British territory in the Caribbean to do so at that time. The country retains the British monarch as head of state and remains a member of the Commonwealth.

  • What is the Citizenship by Investment Program associated with Basseterre?

Saint Kitts and Nevis launched the world's first Citizenship by Investment Program in 1984, one year after independence. The program allows foreign nationals to obtain citizenship through qualifying real estate investment or contributions to a national development fund, administered from Basseterre.

Sights and landmarks

The centre of Basseterre is dominated by The Circus, a roundabout from 1858 inspired by Piccadilly Circus in London, featuring the green Victorian Berkeley Memorial Clock. Independence Square, formerly Pall Mall Square where slave auctions were held until 1834, houses the Co-Cathedral of the Immaculate Conception and colonial Georgian buildings. The National Museum, housed in the old Treasury Building from 1894, displays Kalinago artefacts and colonial history. The impressive Brimstone Hill Fortress National Park, at 230 metres above sea level and known as the 'Gibraltar of the West Indies', has been on the UNESCO World Heritage List since 1999 and was built by enslaved Africans between 1690 and 1790. The St. Kitts Scenic Railway, a conversion of the old 1912 sugar railway, takes tourists 30 kilometres around the island.

Climate and best time to visit

Basseterre has a tropical savanna climate (Aw) with year-round warm temperatures between 26 and 31 degrees Celsius, moderated by northeast trade winds. The rainy season runs from July to November, with September and October as the wettest months; annual rainfall totals around 1,400 millimetres. The dry season, January to June, is the preferred travel time with pleasant dry trade winds. The hurricane season (June to November) brings risks; Hurricane Georges in 1998 and Hurricane Maria in 2017 caused substantial damage. Sea surface temperatures remain above 26 degrees year-round, ideal for snorkelling and diving.

Culture and customs

Saint Kitts and Nevis has a predominantly Afro-Caribbean culture as a legacy of the sugar plantation economy. The official language is English, with a local Kittitian Creole used in informal communication. Religiously, Anglican and Methodist Christianity are dominant. Cricket is the national obsession; players from Saint Kitts represent the West Indies team. The annual Sugar Mas carnival around Christmas and New Year, with its characteristic Mocko Jumbie (stilt figures) and clown costumes, is the cultural highlight. Soca, calypso and steelpan music fill the festive landscape. Typical dishes include stewed saltfish with dumplings (national dish), conch chowder and goat water, a goat stew borrowed from Montserrat.

Economy

The economy of Saint Kitts and Nevis shifted around 2005 from sugar production, the original industry since the seventeenth century, to services. Tourism now contributes more than 60 percent of GDP, with the Port Zante pier in Basseterre receiving over a million cruise passengers per year. The Citizenship by Investment programme, the oldest in the world, generates around one third of government revenue with passports starting at 250,000 dollars. Offshore financial services, particularly on Nevis with its strict privacy legislation, is an important niche sector. The Eastern Caribbean dollar (XCD), pegged to the US dollar at 2.70, is shared with other OECS members. Geothermal energy projects on Nevis have been attracting foreign investment since 2018.
